It would have been sold as a souvenir, this one featuring a scene in Torquay, on the Devon coast of England ""Hesketh Crescent - Torquay".
This postal ruler has all the rates printed of the late Victorian era and one end acts as a Perpetual Calendar, the black knob at the end being removable and would be moved once a month ... still usable today as a desk calendar.
Quite often found in scruffy condition, this one is quite superb measuring 9 1/4" in length.
